President Ferdinand Marcos Jr. signed the 2025 national budget into law on Monday, emphasizing that the 10% increase in government spending, reaching a record ₱6.33 trillion ($109.2 billion), aims to drive economic growth and reduce poverty.

2025 National Budget Prioritizes Education and Infrastructure for Sustainable Growth

The 2025 national budget exceeds earlier projections, reaching ₱6.33 trillion, with revenue estimated at ₱4.64 trillion and a 5.3% budget deficit relative to GDP. The spending plan focuses on sustained growth and long-term development. The education sector receives the largest allocation at ₱1.053 trillion, followed closely by the Department of Public Works and Highways (DPWH) with ₱1.034 trillion.

Marcos Vetoes ₱194 Billion in Inconsistent Budget Items

During the signing ceremony, Marcos revealed he had vetoed ₱194 billion worth of line items deemed inconsistent with the country’s development goals. These include allocations for certain Department of Public Works and Highways (DPWH) projects and items under unprogrammed appropriations.

Marcos Stresses Accountability in Budget Implementation

President Marcos emphasized the need for conditional implementation of certain budget items to ensure funds are used effectively and address long-term issues. He highlighted the Ayuda para sa Kapus ang Kita (AKAP) program, requiring collaboration between the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), and National Economic and Development Authority (NEDA) for proper execution.

Escudero Hails 2025 National Budget as a Collaborative Effort

Senate President Francis Escudero welcomed the signing of the 2025 General Appropriations Act (GAA), highlighting it as a result of collaborative efforts from various sectors, including the public. While the signing took longer than expected, he emphasized that the thorough review by President Ferdinand Marcos Jr. and his economic team was part of the standard budget process. Escudero underscored that the GAA, being the most complex annual legislation, naturally involves a prolonged and detailed process, with the Senate fulfilling its constitutional duty responsibly.
